What This License Is
A Delaware Life, Accident & Health insurance producer license authorizes you to sell life insurance, health insurance, accident insurance, annuities, and related products to Delaware residents. The license is issued by the Delaware Department of Insurance (DOI) after you pass the PSI licensing exam and submit a completed application.
Delaware's insurance industry is governed by Title 18 of the Delaware Code. The Commissioner of Insurance is an elected official, serving a 4-year term and overseeing all insurance regulation in the state.
You can hold a combined Life, Accident & Health license or separate licenses for Life-only or Health-only lines, depending on what products you plan to sell.
Eligibility
To obtain a Delaware insurance producer license, you must:
- ✓Be at least 18 years of age
- ✓Be a U.S. citizen or authorized to work in the United States
- ✓Have no relevant criminal history (reviewed on a case-by-case basis)
- ✓Pass the applicable PSI licensing exam
- ✓Submit a completed license application with fee through NIPR (National Insurance Producer Registry)
- ✓Complete fingerprinting and background check as required by the DOI
Criminal History: A prior conviction does not automatically disqualify you. The DOI reviews the nature of the offense, how long ago it occurred, and evidence of rehabilitation. Contact the DOI before investing in exam preparation if you have concerns.
Pre-Licensing Education
Delaware does not mandate a specific number of pre-licensing classroom hours before sitting for the licensing exam. You are free to self-study using any materials you find effective.
While there is no mandatory pre-licensing course, the PSI exam is comprehensive and challenging. Most candidates benefit from structured study materials that cover all exam topics:
- —General insurance principles and risk management
- —Life insurance types, provisions, and riders
- —Health insurance, disability income, and managed care
- —Annuities (fixed, variable, indexed)
- —Delaware Title 18 insurance code, DOI regulations, and producer licensing rules
Most successful candidates spend 4–8 weeks of dedicated study before attempting the exam. Our Delaware practice question bank covers all exam content areas with over 1,000 practice questions.
Fingerprinting & Background Check
Delaware requires a criminal background check as part of the producer license application process. Fingerprinting is typically completed through an approved vendor after you pass the exam and apply for your license.
The fingerprinting fee is separate from the exam fee and the license application fee. Check the DOI licensing page for the current fingerprinting process and approved vendors.
Tip: Confirm the current fingerprinting requirements directly with the Delaware DOI before scheduling your exam, as requirements and approved vendors can change.
Exam Options
Delaware offers multiple exam options depending on which lines of authority you want to obtain:

| Life, Accident & Health (Combined) | 150 questions | 2 hrs 30 min |
| Life Only | ~75 questions | ~75 min |

In-Person vs. Remote Testing
Test Center
- — PSI testing centers in Delaware and nearby states
- — Required to bring valid government-issued ID
- — No electronic devices allowed in testing room
- — Proctored in person by PSI staff
Remote Online Proctoring
- — Take the exam from home or office
- — Requires webcam, microphone, and stable internet
- — Room must be clear of unauthorized materials
- — Same content and passing score as in-person
Exam Day
Arrive at the test center at least 15 minutes early. Bring two valid forms of ID, with the primary ID being a government-issued photo ID (driver's license, passport). Your name on the ID must exactly match the name on your PSI registration.
- •No personal items allowed in the testing room (no phone, watch, notes, or food)
- •A calculator may or may not be permitted — check the PSI candidate handbook
- •The exam is computer-based with multiple-choice questions
- •You can flag questions for review and return to them before submitting
- •You receive your result immediately after completing the exam
Passing Score
You must answer at least 70% of the exam questions correctly to pass. For the combined 150-question exam, that means at least 105 correct answers.
If you fail, PSI will provide a diagnostic report showing your performance by content domain. Use this to target your weak areas before your next attempt.
If You Pass
Congratulations! After passing, you will receive a passing score report from PSI. You then have a window of time to apply for your license through the Delaware DOI before your exam results expire.
Submit your license application through the NIPR (National Insurance Producer Registry) or directly via the Delaware DOI portal. You will need to:
- —Complete the online application
- —Pay the license application fee
- —Complete fingerprinting and background check
- —Await DOI review and approval
If You Fail
If you do not pass, you must reschedule and pay the full exam fee for each retake attempt. PSI will provide a diagnostic report showing your performance by content domain so you can focus your additional study efforts.
Study Tip: Most students who fail their first attempt scored between 60–68%. Reviewing your diagnostic report and spending focused time on your weak content areas can make the difference. Our practice tests are structured to mirror the PSI exam format.
Applying for Your License
After passing the exam, apply for your producer license through the NIPR portal or the Delaware DOI. License applications are processed online.
The DOI will review your application, background check, and fingerprinting results. Processing times vary; check the DOI licensing page for current timelines.
Once approved, you will receive your license number. To transact insurance business, you must also be appointed by at least one insurer.
License Types
Life
Sell life insurance products including term, permanent, and group life.
Accident & Health
Sell health, disability income, LTC, Medicare Supplement, and accident products.
Life, Accident & Health (Combined)
Most common. Authorizes all life and health lines of authority with one license.
Variable Life/Annuity
Requires FINRA Series 6 or 63 + state variable license. Needed for variable products.
Continuing Education
Delaware requires 24 hours of approved continuing education (CE) every 2-year license renewal period, including at least 3 hours of ethics. CE must be completed through DOI-approved providers before your license renewal date.
Failure to complete CE by the renewal deadline may result in license suspension. Check the DOI licensing page for approved CE providers and current requirements.
Insurer Appointments
A Delaware producer license alone does not authorize you to sell. You must be appointed by each insurer whose products you sell. The insurer files a notice of appointment with the Delaware DOI within 15 days of your first transaction (or from the date of the contract, whichever is earlier).
Appointments are insurer-specific. If you change insurers or add a new carrier, the new insurer must file a new appointment. Terminated appointments must also be reported to the DOI.

Common Mistakes
Confusing Delaware Guaranty Association Limits
Life death benefit: $300,000 | Cash surrender: $100,000 | Major medical: $500,000 | Disability/LTC: $300,000 | Annuity present value: $250,000. These are frequently tested.
Mixing Up Free-Look Periods
Standard policies: 10 days. Replacement policies, LTC, Medicare Supplement: 30 days. Know which type of policy requires which period.
Forgetting Delaware's Auto Minimums & PIP
Delaware requires both 25/50/10 auto liability AND mandatory PIP of $15,000/$30,000. Many candidates forget the PIP requirement.
Confusing Own-Occupation vs Any-Occupation Disability
Own-occupation pays if the insured can't do their own job. Any-occupation pays only if they can't do any job they're reasonably qualified for.
Misidentifying the Delaware Commissioner's Selection Method
Delaware's Insurance Commissioner is ELECTED by voters for a 4-year term — not appointed by the Governor. This distinction is frequently tested.
