What This License Is

A Property & Casualty (P&C) Insurance Producer License in Utah authorizes you to sell, solicit, and negotiate insurance policies that protect personal and commercial assets and liability risks. It is issued by the Utah Insurance Department.

  • Property Insurance: Protects physical property (dwellings, commercial structures, equipment) against direct financial loss from perils such as fire, theft, windstorm, and liability.
  • Casualty Insurance: Protects individuals and businesses against legal financial liability for bodily injury or property damage caused to third parties (auto liability, commercial general liability, workers' compensation).

Candidates in Utah can take the combined Property & Casualty exam (covering both lines in one sitting) or single-line exams if seeking specialized licensing.

Eligibility

To qualify for a Utah Property & Casualty insurance producer license, you must meet the following statutory requirements:

Age Requirement: Be at least 18 years of age.
Residency: Be a resident of Utah or maintain a principal place of business in the state.
Background Clearance: Pass a criminal history background check and fingerprinting.
Examination: Pass the official Utah P&C insurance producer licensing examination administered by Prometric.

Pre-Licensing Education

No mandatory pre-licensing education requirement

Even in states where pre-licensing education is self-study, taking a structured prep course with comprehensive practice exams is highly recommended before attempting the official exam.

Fingerprinting

Utah requires all new insurance license applicants to submit electronic fingerprints for a state and FBI criminal background check through approved vendors (such as Live Scan, IdentoGO, or Fieldprint).

Fingerprinting can often be completed on-site at official Prometric testing centers or at authorized state fingerprinting locations prior to submitting your formal license application.

License Types

  • Resident Producer: Licensed to sell Property & Casualty insurance products in Utah.
  • Non-Resident Producer: Licensed in Utah based on reciprocity with your home state license.
  • Surplus Lines Broker: Specialized license for placing high-risk risks with non-admitted insurers.

Continuing Education (CE)

Utah requires licensed Property & Casualty producers to complete 24 hours of Continuing Education (CE) every 2-year license renewal cycle, including at least 3 hours in Ethics.

Insurer Appointments

Holding a license allows you to represent clients, but you must be officially appointed by an authorized insurance carrier before you can bind coverage or write policies on their behalf.

P&C Study Strategy

Property & Casualty concepts require mastering both mathematical calculations and legal policy definitions. Focus heavily on these high-yield topics:

1. State Auto Liability Minimums

Utah Code § 31A-22-304 requires $30,000 bodily injury per person, $65,000 bodily injury per accident, and $25,000 property damage per accident for policies issued or renewed on or after January 1, 2025. A $90,000 combined single limit may also satisfy the statute.

2. Coinsurance Formula (Property)

Remember: [Insurance Carried / Insurance Required] × Loss = Claim Payment. Always calculate required insurance (Value × Coinsurance %) first.

3. Homeowners Forms (HO-2 to HO-8)

HO-2 (Broad), HO-3 (Special - Open Peril Dwelling / Named Peril Personal Property), HO-4 (Renters), HO-5 (Comprehensive - Open Peril Both), HO-6 (Condo), HO-8 (Modified Older Homes).

4. Claims-Made vs. Occurrence CGL

Occurrence covers injury occurring during policy period regardless of claim date. Claims-Made covers claims reported during policy period (or Retroactive Date / ERP Tail).

5. State Residual Markets

FAIR Plan: Confirm current residual-property-market options with the Utah Insurance Department. Guaranty Association: Utah Property and Casualty Insurance Guaranty Association.

Practice Tests

Common Mistakes

Using Utah’s pre-2025 auto limits

The statutory minimum for policies issued or renewed on or after January 1, 2025 is 30/65/25, not the former 25/65/15. This is a high-value Utah-specific exam detail.

Skipping the Utah regulation section

Prometric’s Series 17-04 outline allocates 11% to insurance regulation, including producer licensing, fiduciary duties, appointments, records, unfair marketing practices, privacy, fraud, and claims practices.

Confusing PIP thresholds with liability coverage

Utah PIP and the statutory thresholds for general damages are separate from the required liability limits. Study §§ 31A-22-306 through 309 together.

Missing Utah-specific policy provisions

The official outline calls out Utah dwelling, homeowners, and personal-auto special provisions alongside standard ISO policy concepts.
